    1. Animal Control & Licencing

      Highlands contracts animal services through the Capital Regional District. Dog licenses may be purcahseed in person at the CRD office located at 212 - 2780 Veterans Memorial Parksay. An online option is now availalble as well

    2. Greater Victoria Public Library

      The District participates, along with most of the local municipalities, in the Greater Victoria Public Library system (GVPL). Our local branch is located at the West Shore Parks and Recreation site, 1759 Island Highway. You can also find an express concept library at 775 Goldstream Avenue in Langford. The District pays a portion of the central branch costs for the administration of all of the branches. District of Highlands residents may access any branch of the Greater Victoria Public Library within the Capital Region. Greater Victoria Public Libraries offer many exciting services for all family members.

    7. West Shore Parks and Recreation

      This facility is jointly owned by Colwood, Highlands, Langford, Metchosin, View Royal and the CRD. The facility is operated by a jointly owned Society, served by a Board of Directors. Councillor Williams represents the District of Highlands as our appointed Director. Recreational Activities include: two ice arenas, curling rink, BMX Track, Club House, Kinsmen Fieldhouse, an indoor pool, swirl pool/sauna/steam room, weight room, playing fields, ball diamonds, seniors activity centre, tennis courts basketball courts, lacrosse box, lawn bowling, jogging trail, velodrome, 9 hole golf course, Centennial Centre located in Langford.
