RATIFICATION OF COMMITTEE RECOMMENDATIONS


a.

Traffic Safety/Regulations

The following recommendations are forwarded from the Special Committee of the Whole meeting of Monday, February 26, 2018:

1. That staff be directed to continue collaborating with the West Shore RCMP in respect to traffic speed/aggressive driving enforcement;
2. That staff be directed to liaise with ICBC regarding developing an education program on traffic safety, along with other potential initiatives that would be volunteer/resident driven, and with ICBC and the RCMP regarding the potential implementation of a Speed Watch Program if deemed appropriate;
3. That staff be directed to investigate and bring back to Council any opportunities to rent or to cost share the purchase of a speed reader board with another jurisdiction, or any other sharing type opportunities, including cost sharing with ICBC; and 
4. That the concept of the District of Highlands branding itself as a “slow” community be referred to the Sustainable Land Use Select Committee for comment and recommendation back to Council.

Recommendation:  That Council issue DP-11-17, substituting Attachment 7 with the attached map dated February 28, 2018 as new Attachment 7, and That Council direct a plan be submitted for Council approval of the trail routing/park dedication upon trail completion and prior to subdivision approval.

Recommendation:  That Council give Highlands Zoning Bylaw No. 100, 1998, Amendment No. 39, (R8-1927 Millstream Road) Bylaw No. 402, 2018 First and Second Readings, and That Council schedule a public hearing for Bylaw No. 402 for Tuesday, April 3, 2018 at 7pm at the School House, 1589 Millstream Road.

RE:  REQUEST FOR SUBDIVISION SERVICING AGREEMENT – 1772 MILLSTREAM ROAD (PLA-01-17)
Recommendation:  That Council authorize the Mayor and Corporate Officer to execute the Agreement for the Construction and subdivision Services, substantially in conformance with the draft agreement attached to the report from the Approving Officer dated February 28, 2018 between the Greater Victoria greenbelt Society and the District of Highlands
b.

RE:  HIGHLAND HERITAGE PARK SOCIETY - 2018 MASTER PLAN AND BUDGET REQUEST
Recommendation:  That the Highland Heritage Park Society 2018 Master Plan be approved and that the proposed 2018 infrastructure projects to remediate the School House and restore three heritage apple trees and the associated funding of $10,300 be referred to the 2018 Budget process for consideration.

Motion:  That Council move In Camera to discuss items pursuant to the Community Charter, specifically Section 90(1)(l) discussions with municipal officers and employees respecting municipal objectives, measures and progress reports for the purposes of preparing an annual report under section 98 [annual municipal report]; and 90(2)(b) the consideration of information received and held in confidence relating to negotiations between the municipality and a provincial government or the federal government or both, or between a provincial government or the federal government or both and a third party.
