Recommendation:  If Council wishes to consider the GVGS proposal regarding Ecoasis commercial rezoning application the following motion would be appropriate:
that the letter from the Greater Victoria Greenbelt Society dated March 1, 2017 be referred to staff for a report back to Council.

RE:  COMMUNITY HALL RENTAL WAIVER REQUEST - HANNINGTON CREEK ESTATES
Recommendation:  That Council approve the two-hour room rental fee ($70) waiver request by the Hanington Creek Estates Strata for their Annual General Meeting on March 16, 2017.

Report - C. Leek, Building Inspector - March 1, 2017

RE:  RAVEN HEIGHTS ROADSIDE BARRIER
Recommendation:  That, given the unique topography and slope of Raven Heights, approval be given for the construction of a road side barrier as shown in the plan attached to the report from the Building Inspector, subject to the estimated cost of $20,000 being included in the 2017 Financial Plan.

RE:  DR. WALKER SPORT CHIROPRACTOR YOUTH CYCLING TEAM - RACE REQUEST
Recommendation:  That the occupancy of roadways from March 19 to August 6, 2017 for the purposes of holding youth cycling races, all as described in the March 2, 2017 submission from Dr. Walker Sport Chiropractor Youth Cycling Team, be approved subject to the Event Organizer entering into a public property occupancy agreement in which it will among other standard requirements:
a)  Release and indemnify the District from any claims or liability associated with the event and provide evidence of public liability insurance in the amount of not less than $5,000,000; 
b)  Agree to pay all invoices from the District for any possible costs incurred in connection with the event; 
c) Obtain all necessary approvals from Public and Private Entities and implement the necessary actions contained in the Sector Marshalling Manual; and 
d)  Agree to give sufficient notice to all residents along the proposed route.
With the Corporate Officer being authorized to execute such agreement on behalf of the District of Highlands.

Recommendation:  That Council approve the 2017 Library Operating Budget and 2017-2021 Five Year Financial Plan

RE:  HIGHWAY MAINTENANCE CONTRACT
Recommendation:  That a one year extension to the Highway Maintenance Contract with Victoria Contracting and Municipal Maintenance Corporation to March 31, 2018 be approved in the amount of $101,869, and that the Mayor and Corporate Officer be authorized to execute the agreement on behalf of the District, and further that Victoria Contracting and Municipal Maintenance Corporation be advised that the District intends to undertake a competitive procurement process for the service prior to the expiry of the contract.

RE:  HIGHLAND HERITAGE PARK SOCIETY - 2017 MASTER PLAN AND BUDGET REQUEST
Recommendation:  That the Highland Heritage Park Society 2017 Master Plan be approved and that the proposed 2017 infrastructure project to improve access to the Museum and associated funding of $2,155.74 be referred to the 2017 budget process for consideration.

Recommendation:  That Council direct staff to issue notification of Council's consideration for the proposed issuance of DVP-02-16.

RE:  REZONING APPLICATION RZ-03-15 (HANINGTON ROAD, 'COMMERCIAL AREA' IN BMCD1)Recommendation:  That Council endorse and direct staff to carry out the consultation plan for the potential OCP amendment to include the subject site within the Development Permit Area #4 (Highlands Commercial / Industrial Gateway Area).
Direct staff to draft zoning and OCP amendment bylaw to accomplish the proposal.

RE:  2015 - 2018 STRATEGIC PLAN - 2017 DRAFT REVISIONS
Recommendation:  That the District undertake a targeted consultation and invite Select Committee Members to the March Committee of the Whole meeting to provide feedback on the revised Strategic Plan.
