RATIFICATION OF COMMITTEE RECOMMENDATIONS


a.

Committee of the Whole

1. UVIC Geography Reports for Community Energy and Outreach for Groundwater Protection Practices
  • That the issue of groundwater contamination from potential groundwater sources be referred to the Emergency Planning Committee for consideration and recommendation back to Council.
2. Weather Stations
  • That two new weather stations be purchased for $2,500 and that the cost be included in the Draft 2017 Financial Plan.   
3. Local Area Plan – South Highlands Industrial/Commercial
  • That the following matter be referred to the next Council Strategic Planning session:  That the District use a local area plan approach to provide better control over future developments in the commercial/industrial areas of the south Highlands.
4. Emergency Preparedness
  • That an additional $2,500 be included in the draft Financial Plan commencing in 2017 to support activities to encourage community engagement in emergency preparedness.
5. 2015-2018 Strategic Plan
  • That the revised Strategic Plan be approved (attached).

WEST SHORE PARKS AND RECREATION SOCIETY
Recommendation:  That in order to form a basis for future Council discussion on the District`s continued participation in the WSPRS, that staff be requested to provide a report to Council by (date) outlining various aspects of participation including the services provided, the value of Highlands ‘ portion of assets and outstanding debt, and other financial implications.
