RECOMMENDATIONS FROM SELECT COMMITTEES

Sustainable Land Use Select Committee – June 20, 2017
RE: SUBDIVISION AND PARK DEDICATION PLA-01-16 
Recommendations: 
That the SLUSC endorses the SSSC trails recommendations as outlined in their meeting minutes of May 9, 2017.
That the SLUSC also recommends hand construction of the trails, especially on the east/west portion, to minimise damage to the ecosystem and to follow the spirit of the District Of Highlands Trails Master Plan.
Staff Recommendation: That council refer the SLUSC recommendations on Park Land Dedication for PLA-01-16 to staff for review and consideration of a discussion with the owner/applicant.

RE:  NOTIFICATION OF AGREEMENT TO A NON-BINDING DISPUTE RESOLUTION PROCESS FOR 2016 RGS BYLAW NO. 4017
Recommendation:  That Council receive the correspondence from the CRD regarding notification to the Honourable Sam Sullivan regarding Agreement to a non-binding dispute resolution process for 2016 RGS Bylaw No. 4017.

a.

Report – T. Neurauter, C/Officer – June 27, 2017 (8100.20)

RE:  TRAIL RACE – FINLAYSON ARM 28, 50 & 100K
Recommendation:  That Council grant approval to Coastline Endurance Running conditional to receiving copies of:
· approval from BC Parks;
· approval from CRD Parks;
· approval from Ecoasis; and 
· proof of insurance 
for the use the following rights-of-way and road crossing from Friday, September 8 to Sunday September 10, 2017 for the Finlayson Arm 28, 50 and 100 kilometre trail race:
· Finlayson Arm Road (runners will run alongside of road)
· Viart Road/Rowntree Road (runners will run alongside of road)
· Ross-Durrance Road (runners will cross the road to connect Gowlland Tod Park and Mt. Work Park); and further
that the District of Highlands and the Event Organizer enter into a Public Property Occupancy Agreement as attached to the report from the Corporate Officer dated June 27, 2017 with the Corporate Officer authorized to execute such an agreement on behalf of the District of Highlands.

Notice of Motion - Councillor McLean

RE:  BYLAW NO. 200 - REVOCATION OF DELEGATION OF AUTHORITY - DEVELOPMENT PERMIT AREA #2 (WATER AND RIPARIAN AREAS)
Recommendation:  That Council direct staff to prepare an amendment to Bylaw No. 200 ti revoke the Development Permit Approval Delegation granted to the Chief Administrative Officer or the Planner for development permits issues in Area #2 - water and riparian areas.

RE:  2017 BRIDGE PROJECTS - HANINGTON ROAD BRIDGES
Recommendation:  That staff be authorized to proceed with the installation of delineator signs and approach barriers on Hanington Road bridge at an estimated cost of $6,500.00
