Recommendation:  That Council Adopt Bylaw 395, Sewer User Fees and Certain Sewer User Requirements and Regulations for the Rivers Crossing Area at 1150 Bear Mountain Parkway Bylaw No. 373, Amendment No. 2, Bylaw 395, 2017.

RE:  2016 REGIONAL GROWTH STRATEGY - ENQUIRY FROM MEDIATOR (0470.43)

RE:  REVIEW OF FEE FOR LOT LINE ADJUSTMENT (1810.02/3900.154)
Recommendation:
1.  That Council direct staff to draft an amendment to the Subdivision or Development of Land Bylaw No. 154 by increasing the fee for lot line adjustment to $1,500 and providing an option for applicants to apply for a preliminary layout assessment (PLA); and
2.  That the draft bylaw be forwarded to a future Committee of the Whole Meeting, which is advertised in the Highlands Newsletter and the on Highlands' website
.

RE:  MANAGEMENT AGREEMENT WITH HIGHLAND HERITAGE PARK SOCIETY (2240.20)
Recommendation:  That Council approve the Agreement with Highland Heritage Park Society substantially in the form attached to the memorandum from the Chief Administrative Officer dated October 31, 2017 and, further, that the Mayor and Corporate Officer be authorized to execute the agreement.

Report - L. Hilton, CAO - November 3, 2017

RE:  MILLSTREAM LAKE ROAD REPAIR - CONTRACT AWARD (5400.02)
Recommendation: That: 
a)     A contract be awarded to Don Mann Excavating Ltd. for repair work to a portion of Millstream Lake Road on a time and materials basis; and
b)     That the award of the contract be subject to acquiring permission from the adjacent property owners to occupy private property and undertake construction as required for the repair, and that the Mayor and Corporate Officer be authorized to enter into an agreement with the owners in that regard; and 
c)     That the road repair work be funded from the remaining transportation capital budget and unspent general government capital funds or from additional transportation capital funds brought in from the road reserve via a Financial Plan Bylaw amendment; and further,
d)     That an amendment to the Financial Plan Bylaw to effect the above be brought forward to Council for consideration.

Motion:  That Council move In Camera to discuss items pursuant to the Community Charter, specifically Section 90(1)(f) law enforcement, if the council considers that disclosure could reasonably be expected to harm the conduct of an investigation under or enforcement of an enactment.
