The District of Highlands places high value on green space, trail systems and outdoor recreational opportunities.

The Official Community Plan (OCP) states:
“the major roles of the Highlands are to preserve large areas of green space, to protect elements of the region’s ecosystems, and to provide outdoor recreational opportunities for Capital Regional District residents and visitors.”

Municipal Parks

Twinflower Park

The primary municipal park is Twinflower Park, which has a tot lot playground, a non-regulation size ball field, a bicycle jump and a horse-riding ring.

Eagles Lake Park

The other primary active recreation park is Eagles Lake.  Eagles Lake features a small swimming beach and picnic area.  Many local residents cool off in the waters at Eagles Lake.  The beach area at the lake is not large but it is supplied with fresh sand each summer.   

One of the unique Highlands features of the lake is a cob washroom with a composting toilet which was build by volunteers (Eco-Sense and members of the Highlands Parks and Recreation Association).  The washrooms feature the building techniques used in cob construction and has a living roof!

Please pay attention to the No Parking Signs as parking is strictly enforced by CRD Enforcement Officers.

Parks and Recreation Services

Recreation programming for the District of Highlands is provided by West Shore Parks and Recreation and offers a wide range of programs and facilities for everyone. Please visit their website for more information on programs or to register online.

West Shore Parks and Recreation (WSPRS) is governed by the West Shore Parks and Recreation Society Board of Directors made up of representatives from the five member municipalities including:

A portion of municipal property taxes contribute to the operations of the WSPRS and the Juan de Fuca Recreation Centre, Centennial Centre, and The Q Centre Arena are jointly operated by members.

Partnership between Highlands, CRD, the Intermunicipal Advisory Committee on Disability Issues (IACDI) and West Shore Parks and Recreation revamped and created an 630-metre loop trail in the midst of evergreens and native shrubs at the Munn Road entrance to Mount Work Park.
