At this time, Council meetings will be held electronically. It is possible for the District to ‘invite’ a limited number of people to observe the meeting electronically using the Application called “Zoom”. If you would be interested in joining the Council meeting to observe please contact the District directly, prior to 12:00 pm on the meeting day, at: info@highlands.ca and staff will inform how this will occur. Although it is possible for members of the public to ‘attend’ a Council meeting electronically, we would encourage you to communicate with Council by forwarding any comments regarding an agenda item in writing via email at info@highlands.ca or via Canada Post – District of Highlands, 1980 Millstream Road, Victoria, BC, V9B 6H or by dropping your comments at in the mail slot available at the District Office.

Report – Chief Administrative Officer

RE:  2020  BUDGET AND 2020-2024 FIVE YEAR FINANCIAL PLAN 
Recommendation: 
That staff be directed to bring forward a Financial Plan Bylaw and Tax Rates Bylaw to the May 4, 2020 Council meeting based on the current tax policy and current draft budget attached to the report from the Chief Administrative Officer. 
OR 
That Council provide direction on changes to incorporate into the Financial Plan and direct staff to bring forward a Financial Plan Bylaw and Tax Rates Bylaw to the May 4, 2020 Council meeting or direct a sooner Special meeting be called to consider a revised draft of the Budget

Recommendation:  That Council approves the Terms of Reference for Phase 2 of the South Highlands Local Area Plan as shown in the attached document.

 RE:  BYLAW 4328 – RGS AMENDMENT REFERRAL FOR MUNICIPAL ACCEPTANCE
Recommendation:  That Council accept, as per section 436 of the Local Government Act, Bylaw No. 4328, Capital Regional District Regional Growth Strategy Bylaw No. 1, 2018, Amendment Bylaw No. 1, 2019.

Report – Corporate Officer

RE:  WEST SHORE PARKS AND RECREATION – AMENDED BUDGET
Recommendation:  That Council approve the amended WSPR 2020 budget as presented by the Administrator in his March 4, 2020 staff report.

10.2.

Report – Fire Chief

RE:  2020 PURCHASE OF FIRE ENGINE
Recommendation:  That Council approve the ordering of the fire engine from Fort Garry Fire Trucks Ltd prior to April 15, 2020 and authorize staff to make a $252,000 down payment to Fort Garry Fire Trucks Ltd (expected cost $646,306 including pst, excluding gst).
