RE:  BOW HUNTING
Recommendation: That staff be directed to amend “District of Highlands Firearms and Bow Hunting Bylaw No 145, 2000” to prohibit bow hunting in the District until the Province of BC is able to provide better information and data to the public on Adenovirus Hemorrhagic Disease (AHD) on Vancouver Island to keep the public health safe and to ensure the population of Black tailed deer in the Highlands does not become too diminished.

RE:  VICTORIA CYCLING ASSOCIATION - CYCLING RACE REQUEST
Recommendation:
That Council approve the cycling races hosted by the Victoria Cycling Association and occupancy of Millstream and Caleb Pike Roads as listed below:
        *Wednesday, August 11, 2021 – 5:00 PM to 8:00 PM
        *Wednesday, August 25, 2021 – 5:00 PM to 8:00 PM
subject to the Event Organizer entering into a Public Property Occupancy Agreement,  substantially as shown attached to the report of the Acting Corporate Officer dated July 13, 2021; and 

That the Acting Corporate Officer be authorized to execute such agreement on behalf of the District of Highlands.

10.2.

Report, A/Corporate Officer, July 14, 2021

RE:  FINLAYSON ARM 28 KM, 50 KM AND 100 KM TRAIL RUNNING EVENT
Recommendation:
That Council approve the request by Coastline Endurance Running for the use of the following rights-of-way and road crossing from Friday, September 10 to Sunday September 12, 2021 for the Finlayson Arm 28 km, 50 km and 100 km Trail Running Event:
       *Viart Road/Rowntree Road – runners will run along the side of the road
       *Finlayson Arm Road - runners will run along the side of the road
       *Ross-Durrance Road - runners will cross the road to connect Gowlland Tod Park and Mt. Work Park);
subject to the Event Organizer entering into a Public Property Occupancy Agreement, substantially as shown attached to the report from the Acting Corporate Officer dated July 14, 2021; and 

That the Acting Corporate Officer be authorized to execute such an agreement on behalf of the District of Highlands.

Motion: That Council move in camera in accordance with section 90 (1) (e) the acquisition, disposition or expropriation of land or improvements, if the council considers that disclosure could reasonably be expected to harm the interests of the municipality.
